How to build a skyscraper? SimCity BuildIt Questions
It depends on the quality of the area. If you click on residential zones at the right of your screen you can also click on a yellow helmet to see what kind of upgrades residential zones will generate: standard, premium or luxury. Only luxury places (dark orange) will generate luxurious upgrades.
In general you need all the basic elements plus one specialisation, like education or transport.
